Minutes of Annual General Meeting
Held at
Walton Girls High School, Grantham 
on Wednesday 18 May 2016

Present: Helen Bill (Chair), Sandra Watson (Treasurer) , PCSO Daniel Widdowson + 11 others  

Welcome: Helen Bill welcomed and thanked everyone for attending, and introduced the guest speaker, Ian Newell of Trading Standards. 

Apologies: Mike Hines, Councillor Ray Wootten, Ruth Freeman, PCSO Stuart Bowden & PCSO Barbara Mooney.
Minutes of the last AGM: Chair advised that minutes had been sent out via email, and a hard copy was available for anyone to look at.
Matters arising from minutes: The Chair reported she had tried to establish progress on the Rally Round project but had received no response to the enquiry.
Minutes of the meeting held on Monday 11 May 2015 were approved. 

Chair’s Report: Summary. Helen talked of Neighbourhood Watch in modern times. Is it less popular? Does it fit in with our lifestyle? She emphasised that the very ethos of NHW continues with co-ordinators and members helping and supporting others. To create strong, active, friendly communities – a pleasant place to live where we feel safe and secure. Helen informed that Neighbourhood Watch has been  re-branded to Neighbourhood & Home Watch Network (NHWN), the logo has been updated and the Our Watch site has been revamped – worth a look. Neighbourhood Watch is committed to building and maintaining a positive partnership with the Police.
Junior Eyes Update: Continues to be a huge success with over 17,000 booklets delivered into 130 schools across Lincolnshire. Attended 2 day Lincolnshire show 2015 handing out stickers & bookmarks to the youngsters. Junior Eyes booklet now features on the LCC website. With less than 3,000 in stock we desperately need an injection of funds to enable us to go for a re-print. Any suggestions/offer of help, however small would be welcome. If funds were available consideration would also be given to devise a simple younger version of the booklet for KS1 pupils, as suggested by PCSO Daniel Widdowson.
Finally, Helen expressed thanks and appreciation to all attendees for the support they give to NHW and their Communities. 

Treasurer’s Report:  Combined accounts of Grantham and District NHW Association and Junior Eyes were presented to the meeting, showing a combined closing balance of £3,314.63.  Accounts were approved and signed by the Treasurer.

Prior to the Election of Officers Chair Helen Bill informed all that Ruth Freeman has resigned as Secretary. Helen conveyed thanks to Ruth for her support over the last 4 years.

Guest Speaker: Ian Newell from Trading Standards - is part of LCC Safer Communities Team  Ian talked about Fraud and Scams, saying they are often aimed at ‘soft targets’, eg. the elderly, people living alone, those who are housebound, and people who are lonely and have little contact with their own families or friends.  Any scams (whether received by email, through the letterbox, or on the doorstep) should be reported to one of the following:  Lincolnshire Police on Tel. 101  Trading Standards  Action Fraud via the internet 
Potential for scams should be reported to Action Fraud which features a Victim Report to the local PCSO or Trading Standards. 
Ian pointed out that scams frequently originate outside the UK making them very difficult to trace back to the original source.  It is therefore current policy to concentrate on providing support and education to the victims to prevent further progression. 
Sandra commented that responding to this type of mail is often due to a victim’s “addiction “, making it difficult for a third party to give assistance. 
Helen thanked Ian Newell and summed up by saying that NHW Co-ordinators are in a good position to recognise when a problem exists amidst their neighbourhood, and offer assistance in reporting it as appropriate. She also handed out leaflets giving information on Op Revive, a scheme that is working hand in hand with neighbourhood policing to give on-going help and support to those that are particularly vulnerable in the community.

PCSO Daniel Widdowson contributed during the course of the meeting, giving an insight into his work; who and what sort of cases he deals with in the community. 
A.O.B:  PCS0 Daniel Widdowson requested help to advertise Grantham Town West Team's Panel Meeting on 14th June.

The meeting closed at 8.22pm, when refreshments were available and further time for informal discussion amongst the attendees.
PLEASE NOTE: Immediately after close of meeting NHW Co-ordinator Carole Burton volunteered her services as Secretary for the District Association. Chair Helen Bill co-opted Carole in as Secretary and onto the committee.
